These seeds require the least amount of maintenance because they will start flowering at the appropriate time, even if the lighting or other requirements aren’t met.
Many states across the nation, if not fully legalized for recreational growing, will typically have more flexibility around growing CBD seeds vs THC seeds. This is because the resulting buds from the former don’t cause a mental high and therefore aren’t seen the same way as a drug. Georgia, Virginia, and Kentucky are all examples of places which prefer growers to stick to CBD-only plants.
